I also had a problem with the terrain tools not doing anything, but I found on the forum that deselecting the laptop mode fixes that, which I did and that worked, but it has made no difference to my foundation pattern issues. I know it is possible as I have done it in the past (a long time ago) plus all the other pre-made houses in the game have foundations which have bricks etc.
